Not quite a game of Piñata yet, but as Cllr Bluh's administration is demanding that we involve ourselves much more in his austerity program, lets begin at the top and work our way downwards.....

Below is the most recent Swindon Borough Council Organisational chart.  (A larger version is available for download by clicking here )




I would like to invite TS members, (and guests reading TS), to spend a few minutes of their bank holiday weekend making some rough guesses at the salaries paid to each Director/Head of SBC's various departments.

Lamplighters are invited to share what they know via leaks@talkswindon.org  -  Discretion, as always, is assured.

Using the information below - first published by Charley Morgan at the Swindon Advertiser on the 3rd of August 2010 , please have a go at matching the salary bands to the various Directors and Heads of services.




It is already known that Gavin Jones, was paid a salary of £178,476 in 2009/10

Five other directors at the council each received a salary of between £100,000 and £140,000.

Five members of staff are paid between £95,000 and £99,000

Two members of staff who are paid £90,000 to £94,000

Six members of staff paid between £85,000 to £89,000.

One Hundred and Ninetween staff (119) earning between £50,000 and £85,000.



Cllr's Bluh & Perkins want us to engage?  Then let's do it.  Let's have a good 'top-down' look at our council, starting with the 'management' structure at SBC and what it costs us, the tax payer.

David Cameron's coallition government is still demonising what it describes as 'over-paid and over-pensioned public sector workers'. I think we're fully entitled to seek a sense of perspective on who is, and who is not, an 'average' public sector worker in the Borough and whether they are 'overpaid and overpensioned' or not.

I think the general public recognises that the majority of public sector workers are not particularly well paid or over pensioned, yet it will be those workers that will suffer the brunt of redundancies in the Borough while the Directors & heads of Service remain in post, (complete with genuinely large salaries and pensions), busily facilitating the loss of local services and local jobs.

If we're genuinely 'All In This Together' Bluh & Co need to facilitate an open two-way dialogue with the electorate - via as many forms, venues and avenues of engagement as possible, in fact wherever and however it suits the electorate - and abandon their current 'You come and talk to us on our terms, when and where we tell you to' attidtude.

**We are still interested in learning how many of the above staff live live in other Boroughs/Cities and whose wages are therefore paid from Swindon Council Tax payers but benefit local economies other than Swindon.  This information is being collected and collated in this thread

In round figures - Group Directors will be paid between £130K & £150K - Celia Carrington will  be highest paid because of the additional allowance for deputy CE - Heather Mitchell and Bernie Brannan as new kids on the block will be at the bottom end of this scale.

There are 5 grades of Director - salaries will vary from £70K to just over £100K

Heads of Service will be on around £65-75K

Well...........if we have to pay for that little lot no wonder 1,000/3,000 redundancies will be required!!

How about a little pruning, now that would save a wedge.

I am still at a complete loss that with all these highly paid presumably highly competent people how we have got into this mess unless................

Oh Richard, you know perfectly well why SBC is in a mess. Despite having some very able officers, Rod & Co for years have insisted on micromanagement of the council and these officers are merely supporting what the administration by doing what they want them to do. The biggest rule for officers is that they must not be critical of elected members, even if they totally disagree with what they are doing. Publically they must support the elected members, especially within the administration.

Some very odd job titles on there. How come Forward Swindon needs three different directors of development? Also, I hope 'Director of Change' isn't a permanent post...


Three thousand job losses sounds about right if we are going to keep that number of senior managers and directors in post.

It would be interesting to compare those salaries to a private company with a similar number of employees and turnover (budget) to Swindon Borough Council.
